Powder River Sportsmen’s Club – Harassment Policy
(Approved March 2025)
PRSC prohibits harassment on Club property.
PRSC goals are to provide a Harassment free environment for members and guests and address harassment and/or false allegations in a transparent manner supporting victims in a positive manner.
Harassment is unwelcome language or conduct that is intentionally meant to intimidate, cause alarm, emotional distress, or demean another person.
This applies to all members and guests on Club properties, harassment will not be tolerated and will result in disciplinary action up to and including expulsion.
PRSC Members who witness harassment on PRSC property are required to report such incidents to PRSC Trustees without fear of retaliation or adverse action.
Upon receipt of a harassment complaint, the Trustees shall initiate an investigation of the incident that will include at least the following four actions:
- The Trustees will create an Incident Review Committee of qualified individuals who are able to investigate the complaint without bias or favor or requise themselves if unable to comply.
- The Committee will interview both the complainant and the alleged offender, (or at least invite said persons to be interviewed by the Committee).
- Interview persons who directly witnessed the incident, (or at least invite such persons to be interviewed by the Committee).
- The Committee in a *timely manner to deliver the Trustees their decision as to whether the alleged harassment occurred or whether the complaint was intentionally fabricated. (*timely manner may be defined as no more than 1 cycle of monthly club meetings)
All reports of harassment will be kept confidential to the extent possible consistent with the needs of conducting a thorough investigation. Persons who report harassment or participate in an investigation shall be protected from retaliation or adverse action, such incidents would result in disciplinary action.(ART.4 SEC.3 of bylaws)
No person can be compelled to testify. In the event a person declines an invitation to testify before the appointed Committee, the matter will be resolved without their testimony.
The Committee shall not hear nor consider any testimony made by any proxy for any party, nor any testimony made by persons who were not direct witnesses to the alleged offense.
Upon receipt of the Committee’s determinations, the PRSC Trustees shall take one of the following actions:
1). If the Incident Review Committee determines that harassment did occur, the Trustees shall take appropriate action based on a majority decision of a quorum of Trustees based on ART.IV SEC. 3 of the Club bylaws The Trustees will then inform all parties of the incident resolution and publish the same without detail in the next Club newsletter.
2). If the Incident Review Committee determines that harassment did not occur and the accuser committed no wrongdoing, the Trustees will inform all parties and publish the incident resolution without detail in the next Club newsletter.
3). If the Incident Review Committee determines that harassment did not occur and the accuser intentionally fabricated the accusation, the Trustees will take appropriate action and inform all
and publish the incident resolution without detail in the next Club newsletter.
4). If the Incident Review Committee is unable to determine whether harassment occurred, the Trustees shall decide the final resolution of the matter by majority vote of a quorum of Trustees. Resolutions may range from “no action” to expulsion as per ART.IV SEC.3 of the bylaws. Upon deciding the final resolution, the Trustees shall inform all parties and publish the incident resolution without detail in the next Club newsletter.
