As reported by The Oregon State Shooters Association (OSSA), House Bill 4145 passed out to The House floor.
While the vote on HB4145 was in progress it was obvious we had a tie, which would have killed the bill. Then Chair Rep. Jason Kropf halted the vote and suspended the meeting. ( this is a violation of the legislative rules ) Chair Kropf’s next action was to pull Rep. Thuy Tran out of the meeting to change her vote. Upon returning it’s said Rep. Tran was noticeably shaken. Then a “re-vote” was administered for both the -3 amendment and to move the bill to the floor. It is being voted on Friday, February 20, 2026.
A conduct complaint has been filed against Jason Kropf with the legislative equity office, which enforces Legislative Branch Rule 27 that prohibits harassment discrimination and retaliation relating to legislative action.
House Bill 4145 would modify the firearm permit provisions of Ballot measure 114, which is mired in legal challenges over its constitutionality in both state and federal courts.
The Powder River Sportsmen’s Club believes HB4145 is about violating Oregonian’s rights to self defense rather than about saving lives.
The PRSC Club has an opportunity to support Petition 2026-046 which is a request for signatures to put BM2026-046 on November 3, 2026 General Election’s Ballot.
A Yes vote on this Ballot Repeals firearm permit requirement, magazine capacity limitations; firearm regulation authority purportedly limited to ballot measures.
The Club is actively supporting this petition drive by printing signature sheets,initiative sheets and providing them to members who wish to canvas their friends, family and community.
